GAO Bid Protest Refresher by Howard Roth

Howard Roth’s article, “Refresher on filing a federal bid protest at GAO”, was published in the Spring 2014 edition of The Alaska Contractor Magazine.

In this article, Howard offers a brief overview on GAO protests of federal projects that is geared toward both new bidders and those experienced with bid protests. He covers who can protest, filing of the protest, timelines and getting an automatic stay.

Howard, a former Army Judge Advocate, has practiced government contract law for nearly 25 years. His experience ranges from Commissioner at the Armed Services Board of Contract Appeals to Deputy Staff Judge Advocate at an Army Regional Support Command. He was Chief Government Contract Law for a nationwide military command and a trial team chief at the Army Contract Appeals Division.
