Jim Nagle and Allen Estes to Speak at National Electrical Contractors Association

Jim Nagle and Allen Estes, partners with Oles Morrison, will address the National Electrical Contractors Association (NECA) on October 13 and 14, 2013 at the 2013 NECA Convention, which takes place at the Walter E. Washington Convention Center in Washington, D.C.

Widely respected for his experience in federal contracting, particularly in the area of construction law, Jim will discuss basic contracting concepts that electrical contractors should be familiar with on federal projects. These include the federal contracting process; preferential programs on federal projects, such as small business set asides, hub zones, veteran-owned small business, women-owned businesses and minority-owned businesses; subcontract formation on federal projects with a particular emphasis on mandatory flow-down clauses and negotiated contract clauses; and handling disputes arising out of work on federal projects.

Allen will focus on integrated project delivery (IPD) from an electrical contractor’s perspective. He will review the structure and concept of IPD, to include its implementation on current projects, and also discuss the pros and cons of IPD, to include an assessment of risks and legal pitfalls. Statistical data, recent developments and project examples will also be discussed.

Jim has extensive experience including working with supply, services, international, major systems and construction contracts, and has represented owners, contractors, subcontractors, sureties, architects, engineers and all parties in the contracting process. His local and national reputation is such that both the government and contractors have used him as a consultant, witness or arbitrator/mediator.

Prior to joining the firm, he served as chief of the Logistics and Contract Law Branch of the Department of the Army staff.  He also served as a trial team chief in the Army’s Contract Appeals Division.

Allen represents general contractors, subcontractors, and suppliers in all phases of project administration and delivery, including contract drafting/negotiation, project performance, project disputes, project closeout and warranty issues.

He is licensed to practice law in both California and Washington and has used his unique experience to provide value to contractors and suppliers that do business in the States of California and Washington.
