Howard W. Roth Presents on Federal Contracts, A Year in Review

Oles Morrison attorney, Howard Roth will present “Federal Contracts: A Year in Review for Primes, Subs, and Government Agencies at the Portland chapter of the National Contract Management Association’s (NCMA) monthly educational seminar on May 7, 2015.

The “Year in Review” presentation will address significant statutory, regulatory, case law and other developments in Government Contracts in the past year. Designed for industry professionals, this talk will keep participants abreast of those substantive changes that can sneak past a prime, subcontractor or Agency contracts professional during a busy year.

Howard Roth has over 23 years of government contract law experience. He advises contractors on how to win contracts and resolve disputes. He represents clients on a broad range of government contracts and related litigation matters, including bid protests, contract disputes, claims preparation and litigation, rights in technical data, internal investigations and audits, as well as maritime contract and ship repair matters. He is a former president of the Norfolk NCMA Chapter.

Howard’s experience ranges from serving as Commissioner at the Armed Services Board of Contract Appeals to private practice, and most recently service as Deputy Staff Judge Advocate at the Army’s Regional Support Command (RSC) in California. At the RSC, he resolved matters for contracting officers on RFPs, contract negotiations and discussions, protests, claims, and contractor compliance. Howard also served as Chief Government Contract Law for a nationwide military command. He was recalled to active Army Judge Advocate General duty in 2000 as a trial team chief at the Army Contract Appeals Division litigating bid protests and contract appeals. Prior to being recalled to active duty, Howard was in private practice representing government contractors in the maritime, construction, and professional services industries. He is a Lieutenant Colonel, Judge Advocate General’s (JAG) Corps, USA (Retired).
