Oles Morrison attorney Sean Dowell co-authored “Defending against preference demands,” which appears in the 2016 fall edition of the AGC Alaska Contractor. Until recently, Alaskans have enjoyed a long period of economic growth and prosperity. Low oil and gas prices have taken a toll on the Alaska economy as energy corporations slow or stop construction spending on energy interests. Low oil prices have also impacted state revenue, which has already directly affected state spending on public works and educational projects such as roads and schools. In January, AGC of Alaska predicted construction spending statewide would be down 18 percent in 2016 from the prior year. While current construction projects are being funded by money appropriated several years ago, the current cuts will affect projects into the foreseeable future.
