Tom’s practice focuses primarily on representing general contractors and subcontractors in public and private heavy-civil construction disputes across the United States, including bid protests, change order negotiations, Miller Act and Little Miller Act bond claims, lien foreclosures, design defects, and delay and extra work claims.
Tom has represented clients in a wide variety of projects, including sewer treatment facilities in Hawaii and Washington, utility and roadway construction, a major light-rail transit project, a Navy carrier pier, frozen soil shoring, school construction, bridges, as well as multiple tunneling and microtunneling projects.
Tom has been recognized three times by Washington Law & Politics magazine as a “Rising Star” among Seattle Attorneys.
Prior to attending law school, Tom served in the Peace Corps in Ghana, where he and his wife taught high school.
